First, mix butter, milk, sugar, and cocoa powder in a pot and stir until combined. Then move the pot to the stove and continue stirring over low heat until the butter is melted. Next, bring the mixture to a boil and continue stirring for one minute. Fold in peanut butter and vanilla extract and stir until combined, then follow with quick oats and stir until they are coated.
Drop a heaping teaspoon onto a parchment- or wax-paper lined baking sheet and let cool before serving.
