Line rimmed baking sheet with wax paper. Working with 2 regular and 2 mini Oreos at a time, twist cookies to separate; arrange cookie halves next to each other on baking sheet. For each pop, microwave 1 caramel piece on High in 5-second intervals until just pliable. When cool enough to handle, flatten and gently press onto plain regular Oreo half. Place dots of desired melted candy on crème filled halves of each Oreo, then gently press lollipop stick into candy and crème of both cookie halves.

Top crème and lollipop cookie halves with remaining Oreo halves, pressing together. Repeat with remaining Oreos, caramels, some of melted candy, and sticks. Refrigerate until set, 15 minutes.

Working with one at a time, spoon melted candy over pops to cover, letting excess drip off. For ears, while still wet, insert jumbo hearts sprinkles into top of mini Oreo. Repeat with remaining pops. Refrigerate until set, 15 minutes. Reserve remaining candy melts.

Divide frosting between two bowls; tint one bowl pink with food coloring. Transfer pink and remaining untinted frosting to separate pastry bags fitted with small star tips (such as Wilton #18); pipe on tails.

Re-melt candy melts. For faces, attach white round confetti and pearls with candy melts; pipe on black icing pupils and whiskers. For collars, attach round and heart confetti. Attach heart candies to bodies with candy melts.
